The Supreme Court of Singapore collaborates with the Supreme Court of the Union of Myanmar on the enforcement of money judgments

10 February 2020 – Chief Justice Sundaresh Menon of the Supreme Court of Singapore and Chief Justice U Htun Htun Oo of the Supreme Court of the Union of Myanmar today signed a Memorandum of Guidance as to Enforcement of Money Judgments (the “MOG”) in Nay Pyi Taw, Myanmar.

2. The MOG seeks to enhance clarity and promote mutual understanding of the laws and judicial processes concerning the enforcement of money judgments between the two courts.

3. The signing of the MOG marks a significant milestone in bilateral relations between the Singapore and Myanmar judiciaries. This is also the first such MOG established between the courts of two ASEAN member states.

4. Welcoming the signing of the MOG, Chief Justice Sundaresh Menon said: “I am confident that given the brisk pace at which economic and commercial ties between Singapore and Myanmar are developing, this Memorandum of Guidance on money judgments will lift business sentiment and strengthen investor confidence. This MOG is part of the overall legal infrastructure which companies in our two countries can draw on to obtain final outcomes that they can rely on when disputes are adjudicated in our courts. This is also a testament to the growing cooperation between our two courts, and it will help promote greater mutual understanding of the laws and judicial processes in our respective countries.”

5. Besides the signing of the MOG, the Chief Justices also explored ways to further deepen judicial cooperation between the Supreme Court of Singapore and the Supreme Court of the Union of Myanmar.

6. At a bilateral meeting joined by other judges and senior officials from the respective courts, the two Chief Justices held a substantive and wide-ranging discussion on bilateral, regional and international issues of mutual interest. They reaffirmed the warm and long-standing relations between the two judiciaries and welcomed the steady progress in judicial cooperation and exchanges in recent years.

7. While in Myanmar, Chief Justice Sundaresh Menon will also meet with the Chairman of the National Committee of the ASEAN Law Association, Myanmar and Union Attorney General, U Tun Tun Oo.
