Media Release: Extension of appointment of Justice Quentin Loh as Judge of Supreme Court of Fiji

Justice Quentin Loh’s appointment as a Judge of Appeal of the Supreme Court of Fiji on a part time basis will be extended for another three years with effect from 13 August 2021.

2 Justice Loh was first appointed a Judge of Appeal of the Supreme Court of Fiji on a part-time basis for a period of three years on 15 August 2018. He sat with Judges of the Supreme Court of Fiji and heard commercial and civil cases in an appellate capacity.

3 Chief Justice Sundaresh Menon said: “I am delighted that Justice Loh’s appointment as a Judge of Appeal of the Supreme Court of Fiji will be extended for another three years. This is an excellent opportunity for us to contribute to upholding the rule of law internationally, and is a reflection of both the standing and calibre of the Singapore Judiciary and the excellent relations that our two judiciaries enjoy.”

4 “It Is indeed a pleasure to have Justice Loh re-appointed as Judge of the Supreme Court of Fiji for a term of three years served.” said Acting Chief Justice Kamal Kumar. Acting Chief Justice Kumar further said that Justice Loh for the last three years served the Fiji judiciary with utmost integrity and dignity and he is extremely grateful to the Honourable Chief Justice Sundaresh Menon for his generosity in permitting Justice Loh to serve in the Supreme Court of Fiji.

5 Justice Loh is currently the President of the Singapore International Commercial Court. He was appointed as one of the Judges of the Appellate Division from 2 January 2021, following the restructuring of the Singapore High Court into two Divisions, i.e. General Division and Appellate Division.

About the Supreme Court of Fiji
The Supreme Court is the Final Appellate Court in Fiji. According to section 98 of the
Constitution of the Republic of Fiji, the Supreme Court consists of the Chief Justice, who sits as the President of the Court along with Panel of Judges appointed as Judges of the Supreme Court under Section 106 of the Constitution.

The Court has sessional sittings and there are 3 sittings for this year. They are currently having the second session, the third session is scheduled for October.

Apart from being a Final Appellate Court, the Supreme Court also has Original Jurisdiction in respect to Constitutional interpretation which may be referred to it.

The decisions of the Supreme Court are binding on all other Courts in the State. The Supreme Court can also review any Judgment, pronouncement or order made by it.

About the Supreme Court of Singapore
The Singapore Judiciary’s function is to administer justice to the people of Singapore. It is made up of the Supreme Court, the State Courts and the Family Justice Courts. The Supreme Court consists of the High Court and the Court of Appeal and hears both criminal and civil cases. The Court of Appeal generally hears appeals against the decisions of the General Division of the High Court (“General Division”) in all criminal matters and prescribed categories of civil appeals. The Court of Appeal also hears appeals that are to be made to it under written law. It became Singapore's final court of appeal on 8 April 1994, when appeals to the Judicial Committee of the Privy Council were abolished.

The High Court comprises the General Division and Appellate Division. The General
Division hears both criminal and civil cases as a court of first instance. The Appellate
Division hears all civil appeals that are not allocated to the Court of Appeal under the Sixth Schedule to the Supreme Court of Judicature Act and any civil appeal or other process that any written law provides is to lie to the Appellate Division. It has no criminal jurisdiction.

On the international front, the Singapore International Commercial Court (SICC) was launched on 5 January 2015 as a division of the Supreme Court, providing parties a prime destination for resolving international commercial disputes. The SICC builds upon the success of Singapore’s vibrant arbitration sector to further enhance Singapore’s international standing as a key legal and business hub in Asia, as well as a leading centre for international commercial dispute resolution.
