Registrar's Circular No. 2 of 2026

A specialised list of the General Division of the High Court overseeing the management of disputes relating to the digital economy (“Digital Economy Specialised List”) is established with immediate effect.

2 The following categories of cases will fall within the ambit of the Digital Economy Specialised List:

(a) artificial intelligence (including disputes relating to tort claims arising from the use of artificial intelligence);

(b) data stored digitally including on cloud or other remote platforms, including distributed ledger technology;

(c) digital assets such as cryptocurrencies and asset-based tokens (including non-fungible tokens) (this will include disputes involving intellectual property rights relating to these assets);

(d) distributed ledger technology or systems (including blockchain);

(e) online platforms including e-commerce platforms; and

(f) smart contracts (ie, disputes involving the use of automated systems, however, deployed, in the formation and performance of contracts).

The categories of cases listed above will be reviewed and amended periodically. The Court may additionally place a case in the Digital Economy Specialised List, where appropriate.

3 The Digital Economy Specialised List will comprise docketed Judges, and a team of Assistant Registrars who will manage cases on the Digital Economy Specialised List in consultation with the docketed Judges as appropriate

4 The docketed Judges on the Digital Economy Specialised List comprise the following:

(a) Justice Aidan Xu (co-Lead Judge);

(b) Justice Andre Francis Maniam;

(c) Justice Kwek Mean Luck (co-Lead Judge);

(d) Justice Alex Wong Li Kok; and

(e) Justice Mohamed Faizal Mohamed Abdul Kadir.

5 The list of docketed Judges will also be set out in the SG Courts website. The list of docketed Judges may change from time to time. Updates will be made to the SG Courts website should there be any changes. 

6 Unless otherwise directed, existing matters which fall within the ambit of the Digital Economy Specialised List which have already been docketed to a specific Judge will continue to be docketed to that Judge even if the Judge in question is not a docketed Judge on the Digital Economy Specialised List.
