Registrar's Circular No. 8 2020

The Honourable the Chief Justice has directed that for open Court proceedings conducted through a live video or live television link:

  • if the proceedings are conducted solely through the live video or live television link and do not take place in any Courtroom:
    • a Judge need not wear a robe when hearing the proceedings; and
    • an advocate and solicitor need not wear a gown when appearing in the proceedings; but
  • if one or more Judges hear the proceedings in a Courtroom, unless the Court directs otherwise, every Judge or advocate and solicitor in the proceedings will wear the usual attire for open Court proceedings.

2 To avoid doubt, paragraph 1 does not apply to any open Court proceedings in the Singapore International Commercial Court. Instead, paragraph 9 of the Singapore International Commercial Court Practice Directions continues to govern the attire of an advocate and solicitor who appears in open Court proceedings in the Singapore International Commercial Court, regardless of whether those proceedings are conducted through a live video or live television link.

3 This direction will apply with effect from 13 July 2020.
