Registrar's Circular No. 2 2020

Mr Yong Pung How, the Chief Justice of Singapore from 28 September 1990 to 10 April 2006, passed away peacehlly at 10.45 am on 9 January 2020. Mr Yong was born on 11 April 1926. He was appointed a Judge of the Supreme Court on 1 July 1989, before being elevated to the position of Chief Justice. As Chief Justice, Mr Yong was instrumental in transforming Singapore's legal and judicial system into a modem, efficient and world-class system. He implemented radical reforms to tackle the backlog of cases through streamlining court procedures, increasing judicial resources and enhancing the quality of both the Bench and the Bar. He championed the use of technology in our courts, including the development of the Electronic Filing System and the launch of technologically equipped courtrooms. Mr Yong also served as the President of the Singapore Academy of Law, the President of the Legal Service Commission, and the Chairman of the Presidential Council for Minority Rights. In recognition of his invaluable contributions to Singapore, Mr Yong was conferred the Distinguished Service Order in 1989 and the Order of Temasek (First Class) in 1999.

The wake will be held at 48A Nassim Road, Singapore 258434. Lawyers who wish to pay their respects may do so from 5 pm to 10 pm on 10, 11 and 12 January 2020. Due to limited car parking space, the Law Society of Singapore will be providing a shuttle bus service for Law Society members on those days. The shuttle bus will ferry Law Society members between Maxwell Chambers Suites and 48A Nassim Road. Further details will be available from the Law Society's website.

The cortege will leave for Mandai Crematorium on 13 January 2020, for a private funeral service.

As a mark of respect, a minute of silence will be observed before the commencement of all open court hearings on 13 January 2020. All present in the open court hearings are requested to remain standing during the observance.
