Registrar's Circular No. 10 2021

1.    Registrar’s Circulars Nos. 11 and 13 of 2020 introduced, with effect from 8 June 2020 and 13 July 2020 respectively, the dispensation of attendance of counsel and/or parties at specified civil hearings and the asynchronous processing and hearing of various categories of civil interlocutory matters.

2.    Registrar’s Circular No. 12 of 2020 introduced, with effect from 8 June 2020 and in relation to applications made under the Protection from Harassment Act (Cap 256A, 2015 Rev Ed), the dispensation of attendance of counsel and/or parties at specified hearings and the asynchronous processing and hearing of ex parte summonses.

3.    As part of the continuing efforts to streamline proceedings and reduce physical hearings:

  • the pilot programmes implemented via Registrar’s Circular No. 11 of 2020 (and extended by Registrar’s Circulars No. 18 of 2020 and No. 5 of 2021) will be extended from 11 December 2021 until further notice;
  • the pilot programmes implemented via Registrar’s Circular No. 12 of 2020 (and extended by Registrar’s Circulars No. 19 of 2020 and No. 5 of 2021) will be extended from 11 December 2021 until further notice; and
  • the pilot programmes implemented via Registrar’s Circular No. 13 of 2020 (and extended by Registrar’s Circulars No. 18 of 2020 and No. 5 of 2021) will be extended from 16 January 2022 until further notice.
