Upcoming Changes to GIRO Arrangements for eLitigation Court Fee Payments

1.   The Singapore Judiciary will be taking over the collection of eLitigation (eLit) court fees, currently managed by CrimsonLogic, by the first quarter of 2027. As part of this transition, eLit subscribers will be required to establish new GIRO arrangements directly with the Judiciary.

2.   By administering the collections directly, the Judiciary will be able to provide eLit subscribers with:

• a simpler and more convenient digital GIRO application process;
• greater transparency of billing details through a self-service inquiry platform;
• more timely processing through daily GIRO collections; and
• greater long-term stability and continuity in GIRO payment arrangements.

Launch of New eGIRO Portal

3.   To facilitate the transition, the Judiciary will launch a new eGIRO portal in November 2026.

4.   eLit subscribers with accounts at participating banks will be able to apply online, with applications generally processed more quickly than under the existing paper-based process.

5.   For eLit subscribers banking with non-participating banks, the portal will generate pre-filled GIRO application forms, which can be signed and submitted to their respective banks for approval.

What eLit Subscribers Need to Know

6.   eLit subscribers should take note of the following:

• Existing GIRO arrangements remain in place. CrimsonLogic will continue collecting eLit court fees until the Judiciary takes over by the first quarter of 2027. There will be no change to the current payment arrangements in the meantime.

• New GIRO arrangements will be required. All law firms subscribed to eLit will need to establish new GIRO arrangements directly with the Judiciary ahead of the transition.

• Applications open in November 2026. Law firms can begin applying through the new eGIRO portal once it is launched. Firms are encouraged to apply early to allow sufficient time for processing and approval.

• Further instructions will be provided. Details on accessing the portal, the application process and relevant timelines will be shared when the portal is launched. Please ensure your email address registered in eLit is updated in order to receive our notification.

• No action is required at this stage. eLit subscribers should continue using their existing GIRO arrangements with CrimsonLogic until further notice.
