Media Release: Extension of Appointment of Judge of the Court of Appeal

            The President of the Republic of Singapore, in accordance with Article 95(2) of the Constitution, has extended the appointment of Justice of the Court of Appeal, Justice Steven Chong Horng Siong (上诉庭莊泓翔法官) for a further three-year term with effect from 23 September 2022.

2          Justice Steven Chong Horng Siong was appointed Judicial Commissioner of the Supreme Court on 1 October 2009 and a High Court Judge on 1 June 2010, after more than 20 years in private practice. Justice Chong assumed the position of Attorney-General on 25 June 2012. He was re-appointed as a High Court Judge on 25 June 2014 and elevated to Judge of Appeal (now known as Justice of the Court of Appeal) on 1 April 2017.

3          Justice Chong has been the Judge-in-charge of Supreme Court of Singapore’s International Relations with foreign judiciaries since 2018. He chairs the Admiralty Court Users’ Committee, the Specialist Accreditation Scheme for Shipping Law, the Working Group of the Professional Conduct Council as well as the Singapore Academy of Law’s Legal Development Cluster Committee.

4          Justice Chong was appointed as an expert member of the International Commercial Expert Committee of the Supreme People’s Court of the People’s Republic of China on 8 December 2020.

5          Justice Chong’s main areas of specialisation have been in finance, securities, banking, complex commercial cases, arbitration, company, insolvency, trusts, shipping and insurance.

6          With the above, the Supreme Court will have a total of 29 Judges (including the Chief Justice and four Justices of the Court of Appeal), two Judicial Commissioners, three Senior Judges and 18 International Judges.
