Extension of Appointments - Court of Appeal and High Court Judges

The President of the Republic of Singapore, in accordance with Article 95(2) of the Constitution, has extended the appointment of Justice Judith Prakash as a Judge of Appeal for a further three-year term while four High Court Judges - Justice Chan Seng Onn, Justice Lee Seiu Kin, Justice Choo Han Teck and Justice Belinda Ang, will have their tenures extended by another two years upon reaching 65 years old.

Extension of appointment of Justice Judith Prakash as Judge of Appeal

3. Justice Prakash was appointed Judicial Commissioner of the Supreme Court on 1 April 1992 and subsequently a High Court Judge on 1 April 1995. She became Singapore’s first female Judge of Appeal on 1 August 2016. In March 2017, Justice Prakash was sworn in as a Judge of the Dubai International Financial Centre (“DIFC”) Courts for a 3-year term where she sits as an appellate judge. Justice Prakash has served more than two decades in the Supreme Court. Her areas of focus are in finance, banking, complex commercial cases, arbitration, company, trusts, shipping and insurance laws.

4. Justice Prakash’s current term as a Judge of Appeal expires on 18 December 2018.

5. Justice Chan was appointed Judicial Commissioner of the Supreme Court of Singapore on 15 Oct 1997. He left in Jun 2001 to assume the appointment of Solicitor-General before returning to the Bench as a High Court Judge on 2 Jul 2007. As a Judge, his areas of focus are in building and construction, shipbuilding, complex and technical cases, intellectual property and criminal matters. Justice Chan has been the President of the Industrial Arbitration Court since 15 Oct 2007. He is also a member of the Sentencing Council, the Costs Panel and the Council of Law Reporting.

6. Justice Chan’s current tenure ends on 3 Jan 2019.

7. Justice Lee was appointed Judicial Commissioner of the Supreme Court of Singapore on 15 Oct 1997. He left in Oct 2002 to assume the appointment of 2nd Solicitor-General before returning to the Bench as a High Court Judge on 11 Apr 2006. As a Judge, his areas of focus include construction and shipbuilding, intellectual property, employment and criminal matters. Justice Lee also chaired the OneJudiciary Steering Committee which oversees and drives the implementation of the Courts of the Future IT Roadmap initiatives.

8. Justice Lee’s current tenure ends on 29 Jan 2019.

9. Justice Choo was appointed Judicial Commissioner of the Supreme Court of Singapore on 1 Apr 1995 and was elevated to a High Court Judge on 2 Jan 2003. His areas of focus are in revenue law, employment issues, tort claims and criminal matters. He has been the President of the Military Court of Appeal since Nov 2004 and a member of the SAL’s Publication Committee since 2006.

10. Justice Choo’s current tenure ends on 20 Feb 2019.

11. Justice Ang was appointed Judicial Commissioner of the Supreme Court of Singapore on 1 Feb 2002 and was elevated to Judge of the High Court on 2 Jan 2003. Justice Ang’s areas of focus are in Shipping and Arbitration matters, Finance, Securities, Banking, Complex Commercial cases and she has been the Judge in charge of the High Court since Nov 2017. Justice Ang is also the chairperson and director of the Board of the Singapore Mediation Centre and co-chairs the Medical Litigation Review Committee.

12. Justice Ang’s current tenure ends on 23 Apr 2019.

13. With the above reappointments, the Supreme Court will have a total of 20 Judges (including Chief Justice and four Judges of Appeal), six Judicial Commissioners, four Senior Judges and 16 International Judges.
